Ngarra Murray is a proud Wamba Wamba, Yorta Yorta, Dja Dja Wurrung and Dhudhuroa woman, whose leadership is grounded in a strong cultural, political, and sporting family legacy.  She is a nationally recognised First Nations leader, Treaty expert, and practitioner, bringing deep lived experience and expertise to the design, negotiation, and advancement of Treaty.

As an inaugural member and former Co-chair of the First Peoples’ Assembly of Victoria (2019-2026), Lead Negotiator, and signatory to Australia’s first treaty, Ngarra has played a pivotal role in shaping the most advanced treaty process in Australia.  Her leadership has been instrumental in establishing the foundations for Treaty-making in Victoria, helping to design the institutions, frameworks and relationships required to support negotiations between First Peoples and the State.

Widely respected for her ability to bridge cultural authority, political strategy and systems reform, Ngarra has worked at the forefront of Indigenous self-determination, nation-building and structural change. Her work reflects a deep commitment to advancing the rights, aspirations, and inherent sovereignty of First Peoples, while creating pathways for future generations to thrive.

Beyond Australia, Ngarra has contributed to international Indigenous engagement and diplomacy, drawing on long-standing relationships and shared experiences with Indigenous peoples globally. Through this work, she has strengthened Indigenous voices and influence across local, national, and international forums, fostering collaboration, knowledge exchange and collective advocacy.

Ngarra now supports Traditional Owner groups, Governments, First Nations organisations and institutions to navigate the opportunities of the Treaty era. She provides strategic, cultural and technical advice across all stages of Treaty-making, while building capability, cultural intelligence, and transformational leadership to support change.  Her work is guided by a vision of Treaty as a vehicle for self-determination, truth-telling, nation-building and a more just future for First Peoples.
